Job Description

The Niskayuna Central School District has an opening and is now accepting applications for a Director of Human Resources.  

ASSIGNMENT: 12 month position

 

DISTINGUISHING FEATURES OF THE CLASS:

This work involves the administration of all aspects of personnel functions for certificated and classified personnel in a suburban school district.  The incumbent has primary responsibility for managing personnel data, labor relations, recruitment, selection, induction and contract negotiations. General supervision is received from the Superintendent of Schools, with leeway allowed for the exercise of independent judgment in carrying out the details of the work.  Direct supervision is exercised over subordinate staff.  Does related work as required.

TYPICAL WORK ACTIVITIES:

  • Develops and maintains appropriate procedures for recruitment, selection, assignment, evaluation and termination of personnel.
  • Prepares recommendations for the Superintendent's submission to the Board of Education ensuring compliance with Civil Service and Education Law.
  • Develops job descriptions for new positions and assists in the review and revision of existing positions.  Classifies positions under Civil Service law.
  • Contract negotiations for all bargaining units; ensure that contracts are implemented, adhered to and managed.
  • Participate in liaison meetings with bargaining units to foster labor relations.
  • Ensures that the District is in compliance with Board policies and Federal and State mandates regarding school district human resources operations.
  • Conducts new employee orientation in collaboration with the Superintendent.
  • Works in collaboration with union leaders to resolve grievances.
  • Testifies on behalf of the district and otherwise assists in arbitration hearings for all employee groups.
  • Works with Schenectady County Civil Service Commission in the administration of Civil Service rules and regulations for classified staff.
  • Establishes and maintains seniority lists for all bargaining units.
  • Performs related duties as assigned.

FULL PERFORMANCE KNOWLEDGE, SKILLS ABILITIES AND PERSONAL CHARACTERISTICS:

  • Thorough knowledge of employee relations, personnel administration and labor relations.
  • Thorough knowledge in hiring, recruiting and processing personnel transactions.
  • Thorough knowledge of certification, licensing, seniority and tenure.
  • Good knowledge of Civil Service Law and the Schenectady County Civil Service Rules.
  • Good knowledge of Taylor Law and labor negotiation procedures and practices.
  • Experience administering health insurance and unemployment benefits.
  • Good knowledge of FMLA, attendance and leaves of absence.
  • Knowledge of Workplace Discrimination Laws, Wage and Hour Laws, Employee Benefit Laws, Immigration Laws and Workplace Safety Laws.
  • Ability to communicate effectively and evidence of strong oral and written communications skills.

Job Qualifications

MINIMUM QUALIFICATIONS:

A.  Graduation from a regionally accredited or New York State registered College or University with a Master's Degree and four (4) years of experience in personnel administration in the Public Sector or in NYS Civil Service administration; OR

B.  Graduation from a regionally accredited or New York State registered College or University with a Bachelor's degree and (6) years of experience in personnel administration in the Public Sector or in NYS Civil Service administration; OR

C.  An equivalent combination of training and experience as defined by the limits of (A) and (B), above.
